Seattle (7-7), which had dropped four of its last six games, avenged an 89-87 home loss June 4 to San Antonio (6-6).
Jackson had 17 first-half points and 10 more in the first four minutes of the fourth before leaving the game with 5:26 remaining.
Katie Feenstra had 12 points for the Silver Stars, who dropped their second straight road game after starting 5-0.
The Storm had nine players combine on 24 assists, many coming on crisp backdoor cuts.
The 6-foot-5 Jackson, hampered by a sore right knee, dominated in the first half against a defender four inches shorter and 20 pounds lighter in rookie Sophia Young.
Janell Burse, who had six of Seattle's first eight points, finished with 16 points and nine rebounds.
Seattle played with a defensive tenacity that has been lacking much of the season. The Silver Stars, who never led, shot 30.9 percent from the field while the Storm shot 53 percent.
