Texas Department of Transportation snow removal crews performed a tear procedure using more than 10 snow plow trucks in tandem to push snow drifts from the center median of Interstate 40 to the shoulder Wednesday, Feb. 27, 2013, after a record breaking blizzard covered the Texas Panahandle with 19-inches of Snow Monday. Traffic was slowed to 35 mph behind the convoy of trucks. The procedure keeps snow melting on the highway from re-freezing overnight and causing hazardous conditions for drivers.
