Public housing resident David, washes dishes at an open fire hydrant outside his building in Manhattan's East Village following Superstorm Sandy on November 1, 2012 in New York City. David doesn't have power or water in his 16th-floor apartment, so he walks up and down the 16 flights daily to collect water from the hydrant. Some East Village residents are still without power or water and some of the public housing buildings in the area flooded during the storm.
