Earnest Collins, 23, is locked into a classroom cell at Clallam Bay Corrections Center's Intensive Management Unit, or IMU, classroom where lessons in the Intensive Transition Program, or ITP, are taught. Inmates are escorted by officers and locked inside the cells with small desks during their lesson.
