Intensive Transition Program

Steven Blakeman, supervisor of Clallam Bay Corrections Center's Intensive Management Unit, or IMU, gives a tour of the solitary confinement cells in the unit. "The department right now has a recidivism rate, consistent nationally, of about 38 to 40 percent," Blakeman said . "If we can get in the way of that, even by just a couple of percentage points, it reduces victims on the street."
