Billy Frank Jr. wears these gifts and symbols--a bolo with the Seahawks logo interpreted in turquoise and other stones, a gift from a Stillaguamish tribal member, and the cedar paddle with a fish symbol on it. Frank is the chairman of the Northwest Indian Fisheries Commission.
