Final public hearing on proposed coal terminal in Bellingham

At the final public hearing on the proposal to build a coal export terminal in Bellingham, audience members were discouraged from verbal comments during speakers but they were allowed to wave their hands and signs Dec. 13, 2012, in Seattle.
