At Saltwater State Park in Des Moines, Lana Scheel and her daughter Sabrina blow bubbles while playing among the driftwood. The park is located halfway between the cities of Tacoma and Seattle and gives access to 1,445 feet of shoreline on Puget Sound. The state is trying to figure out a way to cut the state parks system from the general fund, leaving the parks to largely pay for themselves to operate through new park fees.
