A Civil War canon and Christmas decorations stand in the town square in Marianna, Ark., bordered by a few die-hard businesses, a few apartments -- built with federal dollars -- and empty storefronts. Mayor Robert Taylor says it is hard to keep businesses when there are few people to shop at them and little money for them to spend. There are very few non-farm jobs in Lee County, where the median annual household income is just $24,000, less than half of the U.S. median.
