Possible I-90 tolling to fund Highway 520
Precedence for not tolling
Before the construction of the original 520 bridge (it opened in 1963), the Eastside Good Roads Association (Arthur Needham, chairman) received assurance from the Washington Department of Transportation (WSDOT) that the tolls would be used only to pay for the bridge and would not be continued or reimposed for other transportation requirements once the debt had been retired.
This same position should be taken by WSDOT today. Tolls should never be used as a source of funds for other projects [“I-90 tolls: Islanders incensed,” page one, Jan. 31].
