Discrimination against females

I'm pleased that Jodi Jaecks, with a double mastectomy, may now swim top-free in Seattle pools [“Swimwear guidelines for parks now more inclusive,” NWWednesday, Nov. 21].

But Seattle Parks and Recreation still doesn't get it. What they're saying is that a woman's breast size or condition determines her rights. Specifically, if a woman looks like a man, that's OK, but otherwise she does not have equal rights.

That strikes me as denigrating and insulting to women. It remains discrimination against them merely for being female. Isn't that illegal?
