MARTINSBURG, W.Va. —

Police say a man equipped body armor, a training rifle, two knives and unloaded ammunition clips was ordered to his knees at gunpoint Monday and arrested after he was spotted running near two schools in West Virginia.

William Everett Alemar, 23, was detained after callers told police a man in desert camouflage and carrying what looked like an assault rifle was spotted near a high school and a middle school, authorities said.

Police Detective Lt. G.B. Swartwood said authorities determined the man had a training rifle that fires pellets, not live rounds. He said Alemar was charged with committing a terrorist act.

Swartwood said Alemar had served in the military and police were trying to determine his current military status.

It was not immediately clear whether Alemar had an attorney.
