Rwanda has agreed to third-party monitoring of the troubled Rwanda-Congo border.

A statement from Rwanda's Foreign Ministry Wednesday says the 11-member International Conference of the Great Lakes Region has agreed on reinforced border surveillance.

Rwandan Foreign Minister Louise Mushikiwabo said there is a need to rebuild trust "amidst swirling allegations," a reference to a U.N. report that said Rwanda was aiding rebels in Congo known as M23. Rwanda has denied that accusation.

The conflict in east Congo is a spillover from Rwanda's 1994 genocide. Hundreds who participated in the genocide escaped into Congo and still fight there. The M23 rebels are an incarnation of a group of Congolese Tutsi set up to fight Rwandan Hutu rebels in Congo.
