U.S. Attorney General Eric Holder will testify about changes to federal sentencing guidelines that would affect prisoners incarcerated for crack cocaine offenses.
Holder is scheduled to testify at a hearing Wednesday before the U.S. Sentencing Commission, which oversees federal sentencing guidelines.
A change the sentencing commission is considering could bring early release for as many as one in every 18 federal prisoners, or approximately 12,000 inmates.
The commission estimates those inmates could have their sentences reduced by an average of three years.
