EVERETT, Wash. —

The Snohomish County Council is expected to vote Wednesday on a $650,000 contract with an engineering firm to design an airline terminal at Paine Field.

The terminal would handle flights proposed by Allegiant Air and Alaska Airlines. Allegiant wants to offer flight to Las Vegas; Alaska wants to offer service to Portland, Hawaii and Las Vegas.

The Daily Herald reports (http://bit.ly/13IkOuC) design work won't start until airlines agree to reimburse the county should they withdraw plans or discontinue service once it begins.
