Judicial Conduct Commission admonishes 2 judges

OLYMPIA, Wash. —

Washington's Judicial Conduct Commission has issued admonishments to one current and one former district court judge.

Former Snohomish County District Court Judge Timothy P. Ryan acknowledged that it was inappropriate for him to mention that he was a judge during a traffic stop. He was pulled over and arrested for investigation of driving under the influence, but never charged with DUI.

Ryan resigned after the incident, believing it would tarnish his credibility as a judge who heard DUI cases.

The other admonished judge is Rick L. Porter in Clallam County. Porter acknowledged that he inadvertently signed bench warrants in some cases he had been disqualified from handling. The commission also said that in one case, Porter received information that was not part of the court record, and failed to promptly disclose that to the attorneys involved.

An admonishment is the lowest level of discipline the commission can impose, and essentially constitutes a written warning not to do it again.
