City Light worker to pay fine over calls, email for Avon sales
A customer-account representative at Seattle City Light used her work phone and computer to help her daughter sell Avon Products. The Seattle Ethics and Elections Commission has fined her $500.

A Seattle City Light employee has agreed to pay a $500 fine for using her work phone and computer to help her daughter sell Avon Products.
A Seattle Ethics and Elections Commission investigation found that Jean Razon, a 32-year city worker, sent or received more than 1,800 emails over about two years from her city email address — about four per day — using the word “Avon.”
Razon acknowledged that her daughter is an independent Avon sales representative and that she sometimes helped her fill orders for beauty, household and personal-care products.
Reached by phone, Razon said, “People send an email order. I would answer back. I told them (the ethics commission) that I didn’t know it was wrong. I see other people using their computers” for things not related to work.
The commission approved a settlement agreement with Razon at its Wednesday meeting. Razon earned $57,342 in 2011 as a senior customer-account representative, according to city records.
A City Light spokeswoman said the utility was unaware of the findings until the commission informed it on Tuesday. “We’ll do our own investigation and take appropriate action,” said Suzanne Hartman.
City ethics rules say an employee may not use city equipment for a purpose other than city business, except for incidental usage.
The settlement agreement says that Razon “actively assists her daughter in her sales work, helping her to take and fulfill orders from her desk in the Seattle Municipal Tower, using her city computer and her city telephone.”
Wayne Barnett, executive director of the Ethics and Elections Commission, said he would schedule city ethics training for Razon’s department.
