SEATTLE —

The city attorney filed a misdemeanor assault charge Wednesday against a Seattle police officer accused of assaulting a handcuffed man.

The city attorney's office says Officer Chris Hairston assaulted the 23-year-old man in September 2012 while he was being detained for assaulting Hairston's wife, who also is a police officer.

The Seattle Police Officers' Guild said Thursday it was disappointed. It said Hairston's conduct did not rise to the level of a criminal act.

In another case, City Attorney Pete Holmes said he decided not to charge Officer Clayton Powell in connection with an incident in August 2012.

A man who had been yelling racial slurs spat in Powell's face. Powell pushed the man and grabbed his hair. Powell was later seen on video taunting him in a holding cell.
