The driver, Samuel Alcalan of Yakima, Wash., was cited and released. One of his passengers, Mario Serrano-Lopez, of Wapato, Wash., was booked in the Klamath County Jail. Each faces one charge of unlawful possession and distribution of a controlled substance.
