SPOKANE, Wash. —

In his state of the city address, Mayor David Condon says Spokane has to focus on core services in a time of financial uncertainty.

His proposed budget for 2013 calls for eliminating 100 positions to close a $10 million budget gap. About 65 of the jobs are currently vacant.

The budget formally presented with Monday's speech goes to the city council, which will hold hearings and pass a balanced budget by the end of the year.
