OLYMPIA, Wash. —

The Washington Transportation Department says 2009 had the least traffic congestion in the past five years and since then congestion has increased as the economy slowly improves.

The department's annual congestion report says traffic delays in 2011 cost drivers and businesses about $790 million - 16 percent higher than two years before.

The report analyzes 52 central Puget Sound and two Spokane-area commute routes and looks at the performance of transportation systems statewide.
