The Puyallup City Council has agreed to consider whether electronic dog collars that deliver a shock should be included in the city's leash law.

The issue was raised by resident Terry Nelson who was ticketed more than $500 for each of his two dogs when he took them for a walk last fall in Wildwood Park. The dogs were 20 to 30 yards away but under voice control, which Nelson could reinforce with a shock on a signal from a hand-held transmitter.

Nelson told The News Tribune (http://is.gd/4R9BqV) control and restraint should be the emphasis of the law, not whether a dog is on a physical leash.

Nelson didn't have to pay his fine. It was lifted by a Puyallup municipal court judge.
