Seattle City Council passes budget, closes $67M shortfall

The Seattle City Council passed its 2011 budget Monday, closing a $67 million budget shortfall by raising fees and reducing services.

The Seattle City Council passed its 2011 budget Monday, closing a $67 million budget shortfall by raising fees and reducing services.

The new budget cuts 300 staff positions and relies on concessions from union members who reduced their raises.

Parking rates and fines will increase, and the city will go after parking-ticket scofflaws more aggressively to try to get them to pay. Community centers will reduce hours, some parks services will disappear, and the city will raise the cost of such things as pet licenses, municipal-court fees and pool use.

The council restored funding the mayor had proposed cutting for some human services, including advocates for crime victims and training for nonprofits that provide housing for domestic-violence victims. It also opened the basement of City Hall for use as a homeless shelter six months of the year.

The $895 million general-fund budget is smaller than the $905 million budget approved for 2010.
