Kirkland begins process to annex three neighborhoods

The Kirkland City Council voted Tuesday night to start the process of annexing three neighborhoods adjacent to the city that would increase the city's population by about 33,000 residents.

The Kirkland City Council voted Tuesday night to start the process of annexing three neighborhoods adjacent to the city that would increase the city's population by about 33,000 residents.

The council voted 5-2 to adopt a resolution to notify the state Boundary Review Board that it intends to pursue annexation and consider putting it to a vote in the November general election, according to the city.

The board must approve the city's proposal before the city can file to put annexation on the ballot. If annexation goes forward, the residents of Finn Hill, North Juanita and Kingsgate will vote on whether they want to join Kirkland, which currently has about 48,000 residents. If approved, the city would provide services including police, park maintenance, and neighborhood planning and oversee building permits.

The city is under pressure to start the annexation process by January 2010 to qualify for a state sales tax credit.

The annexation also could potentially include Casino Caribbean cardroom in the Kingsgate area. The city bans cardrooms, but state legislation that would grandfather in the casino and allow it to remain open is pending in the House.
