Mike McGinn's spectacular flip-flop on the tunnel

Seattle mayoral candidate Mike McGinn has changed course in dramatic fashion on the one issue he is best known for: his rabid opposition to the deep bore tunnel.
In addition to McGinn's impressive ability to read political polls, which apparently show people don't want to revisit the topic, McGinn's about-face represents Step One of the inevitable rise in power of the Seattle City Council. Both mayoral candidates are newbies and the council will revel in its ability to out-maneuver the new mayor for the first few months - years?- of either McGinn or Joe Mallahan's term.
The council voted 9-0 Monday to support the policy of building a deep bore tunnel to replace the Alaskan Way Viaduct. That means the new mayor would have to battle not only the governor and transportation chairs in Olympia, but also a solidified City Council.
I predict the council will rise in power no matter which gentleman is elected.
For now, make no mistake. The McGinn flip-flop reflects the council's newfound strength. Council members one-upped McGinn before he had a chance to either win or sit in the mayor's seat.
