Seattle apartment developer Harbor Urban announced plans to build two projects in Fremont with financial partner Carlyle Group.
A 171-unit complex at 3606 Woodland Park Ave. N. should break ground this spring, the companies said, and a 138-unit project at 3636 Stone Way N. is expected to start construction late this year or in early 2014.
