NEBRASKA NOD: Nebraska Gov. Dave Heineman's approval of a revised route for the Keystone XL oil pipeline hands the project back to the federal government. State Department officials do not expect to complete a review before the end of March.

KEY QUESTIONS: The pipeline would carry oil from Canada to the Gulf Coast. The Obama administration has blocked the pipeline, first proposed by TransCanada in 2008, on concerns about groundwater contamination in Nebraska.

NEW VIEW: Heineman believes any spills would be localized and cleaned up by TransCanada. He said the project would mean $418.1 million in economic benefits for Nebraska.
