LOOK IT UP: It's often used to refer to anything from financial crimes to attacks over the Internet that actually could kill people.

THE IMPLICATION: The "war" metaphor might make some people in industry think government bears the main responsibility for stopping such attacks. Instead, experts at this week's summit said, it should be a joint effort.
