Paulo and João of Portugal, where surrogacy is prohibited, went to Pennsylvania to meet their son, Diogo, in February. Foreign citizens make up most of the clients at large surrogacy agencies in the U.S., highlighting a divide between the country and much of the world over fundamental questions on family.
