Sisters forever? Lurid murder case tests sister-city bonds

Bamboo candleholders sent from citizens of sister city Kobe, Japan, are placed near the Kobe Bell in Seattle during a 2006 ceremony commemorating the 11th anniversary of the Hanshin Awaji earthquake that killed more than 6,000 people in and around Kobe.
