Former House speaker from Spokane reigned in friendlier political era

Tom Foley, a Spokane Democrat known for his civility and bipartisanship, served 30 years in the U.S. House of Representatives. He rose higher in Congress than anyone else from the state. After Congress, Foley served as ambassador to Japan. He died Friday at 84.
