Class 689 leader Al Weinnig is the first to take pepper spray in the face as recruits experienced its painful effects. Eyes burning, breathing difficult, the recruits recited legal language on the lawful use of force. Instead of “warriors,” the program is training law-enforcement “guardians,” says its executive director, former King County Sheriff Sue Rahr.
