Captain Dan Kaplin and First Officer Tom Peebles go through their flight safety check before an Alaska Airlines flight from Wrangell, Alaska, in mid-December. Because of Alaska's topography and extreme weather, it was the first to develop satellite guidance, a navigation technique that is now at the heart of the Federal Aviation Administration's plan to modernize the nation's air traffic system.
