THEN: Foster and Kleiser, the outdoor-advertising monopoly, in 1920 claimed that it did more than 90 percent of billboards in the Northwest. Here, two years earlier, at the northeast corner of Seneca Street and Third Avenue, it poses some of its most ornate work like posh picture frames on a fireplace mantle.
