THEN: Shown here in late 1939, across the intersection of Spring Street and Fifth Avenue, the building site chosen for the federal courthouse was surrounded for the most part by hotels, apartments, schools, churches and, to the west, the lush landscape of the Carnegie-built Seattle Public Library, lower right.
