As tent city struggles, Seattle has no easy answers on homeless

The encampment referred to as Nickelsville has spent 15 months on city land off West Marginal Way. Mayor Mike McGinn has proposed legislation that would allow temporary tent encampments almost anywhere in the city except in residential neighborhoods.
