Energy is produced both above and below ground on the plateau near Roosevelt Landfill, where wind turbines churn in the distance as old carpeting, plastic buckets, foam food containers and seas of ubiquitous plastic grocery bags are dumped by "tippers" into one of the largest landfills on the continent.
