Ebb tide for some shops on Whidbey

Kathy Taylor owns Once Upon A Time, an antique and specialty-doll shop in Langley. Declining sales and rising rent led to her decision to shutter the store on Whidbey Island at the end of July. Whether the closing is an ominous sign for similar shops in this Whidbey town, however, is up for debate
