Utility looks to dam Skykomish for power

Jeff Smith's home on the Skykomish River adjoins the location where Snohomish PUD wants to build a hydroelectric project. A 55-foot-wide weir would cross the Skykomish, just upstream from where Smith is sitting with River, one of his three shelties.
