Some costs going up Friday as private retailers take over liquor sales

At the Safeway on Bellevue Way, liquor sales start Friday. Wine steward Bill Portman will manage the expansion of beverage products. Safeway plans to sell liquor in 169 of its 170 stores in Washington, and on average, the stores will carry 450 liquor products.
