Banda is calm voice for a turbulent district

Anaheim, Calif., Superintendent José Banda speaks in alternating Spanish and English before the start Wednesday of a popular school competition, the Science Olympics, at one of the district's elementary schools. Banda has promoted parental involvement, and PTA leaders express pride in the schools as a community focal point.
