Nokia offers cheaper Windows Phone to nip Android expansion

Everyone's examining new phones, or using phones to take photos Monday, the first day of the Mobile World Congress in Barcelona, Spain. Nokia unveiled new handsets at the world's largest mobile-phone trade show.
