At Ba Bar on Capitol Hill, "Auntie Lan" Nguyen makes hundreds of Hue dumplings each day. First, she cuts the rolled-out rice-flour dough into circles, then stuffs each with mung beans. They're served with caramelized shallots in a soy vinaigrette.
