Parks department a mediator between dog owners, others who want to use city parks

It's an off-leash park with a view, and the city was considering reducing the size of the Beacon Hill site named after Dr. Jose Rizal from about five acres to 1.4 acres. Now the city says only one acre would be trimmed. Dog owners are angry about the lack of public process.
