Seattle's parks in peril: the choices are to shrink, skimp or pay up

Three mothballed military bases have become Seattle parks and are a "significant drain on resources," says former parks chief Tim Gallagher. Magnuson Park alone may have a deferred-maintenance tab of $200 million, according to Gallagher.
