Tunnel would mean more traffic on waterfront

Artist rendering by state Department of Transportation Elliott and Western avenues would become one street that descends to the waterfront via a mini-viaduct. Another loop would run past the aquarium to Olympic Sculpture Park and Broad Street, like today. Parkland is depicted by red.
