In the early part of the century, police headquarters was part of a patchwork of buildings nicknamed Katzenjammer Castle on Third Avenue between Yesler Way and Jefferson Street. The city bought the building and added onto it to accommodate a courthouse and jail as well as City Hall. In 1916, City Hall moved to the County-City Building on the site of the present King County Courthouse.
