When Ava Hendrix suffered an asthma attack during last year's snowstorm, she waited about an hour for an ambulance. She arrived at the hospital 70 minutes after that. Widowed three years ago, she worried for her children, Desirée, 6; Jayla, 3; Christian, 7; and Devon, 12.
