Democrats spent big but showed restraint

Gov. Christine Gregoire raises her arms Saturday as she concludes signing of a bill that will allow same-sex and elderly couples to register as domestic partners. Eligible couples will be able to register as domestic partners beginning this summer and will receive some of the rights that come with marriage.
