Does photo from October provide evidence crane was leaning?

Jana Downing took this photo from The Westin Bellevue on Oct. 10. The yellow crane, which would collapse on Nov. 16, appears to be tilting when compared to the white crane in the foreground. State investigators have looked at Downing's photos, and a source said the yellow crane appears to be tilting 2 to 3 feet at the top.
